Covid-19 may have been under control in the UK before lockdown

An article in the HSJ (a journal for healthcare workers) I found a chart on the mortality rate in different regions of the UK. This showed that deaths (7 day moving average) peaked in London on the 9th April. This is clearly very good news.
What this data does do, though, is raise a question about the peak in cases of Covid-19 in London. According to the data (shown in a newspaper article here) it can take up to 30 days, on average, from initial infection to the reporting of a death. The WHO found a lag of between 2 weeks…
